Are you asking about Linda's costume after Supergirl #50, when she cobbled together an outfit similar to the animated Kara In-Ze?  She wore a simple blue skirt without any belt.

Even Matrix never wore a belt buckle, though her skirt did have belt loops.  In her case, the tellow "belt" looked more like ornamental trim rather than a functional accessory.
