Great fumetti of Supergirl on Paul Dini's blog:

Interesting that Dini reveals he originally wanted Supergirl in shorts similar to Wonder Woman, but compromised on a tight-fitting mini since Bruce Timm insisted on a more traditional skirt.

And you can read more of Dini's thoughts concerning Kara In-Ze and "Her Last Bow" at http://kingofbreakfast.livejournal.com/23886.html

Dini almost sounds like a proud parent half-regretfully watching his "all-grown-up" daughter leaving the nest and facing the future on her own  And in a very real sense, he is.

You did a good job "raising her up right", Mr. Dini.  Take a bow yourself.

Some of Timm's initial more-traditional designs were pretty awesome:

We ought to thank thank Evan Dorkin and Sarah Dyer, too.

Go to http://jl.toonzone.net/supergirl/supergirl.htm and check the list of images near the bottom of the page.  The unused Supergirl designs are titled:

Supergirl Image #1 (Unused STAS Design)

Supergirl Image #3

Supergirl Image #4

Supergirl Image #5

Kara looks older, perhaps in her early 20s -- and the rough sketches are GORGEOUS.  Definitely the "look' of #4-5 is at least partially inspired by 50's pinup models (body curves and hair), and the costume is an interesting composite.  She's wearing the "classic" blue top, with red hotpants with beltloops (or a traditional pleated skirt in two images), plus "pixie shoes" that emphasize her long legs.  (Historically, Kara Zor-El did wear ballet slippers with her 70s "blouse and hotpants" outfit, but she soon reverted back to the boots.)

In contrast, mage #3 is virtually the same as the Matrix/Linda Supergirl.  Eye-pleasing, but somewhat "vanilla".

She certainly looks attractive in the #4-5 costume, but perhaps the white t-shirt Kara In-Ze was the better choice.  We might not have gotten such an endearingly spunky "modern teen" personality if the animated team began with a character design that looked "too traditional".  Though I could definitely see an older Legionaire Kara In-Ze eventually ditching the exposed midriff for something like this.  (Brainy is SUCH a lucky guy!)

I like some of those cheesecake shots and the early sketch of hotpants/bikini and the awesome Kara/Batgirl roomates cartoon.

I agree the final design was best --very contemporary and youthful.
