I know this scene happened at least TWICE in the TV show.  

Once, in Public Enemy No. 1, and once in another black-and-white episode.  

I know it came on again last year when TV Land ran a few episodes of Superman, Batman, and Shazam on Friday nights.  Can anyone else remember the second episode?

Loeb and McGuinness did a spin on this in one of their early issues where Superman was shot at with machine guns (and caught the bullets as they bounced off him). After the crooks wasted their ammo, they threw their guns at his face...and he stepped out of the way, scowling. The impression a lot of readers got from that was "Do you really think that's going to hurt me after shooting me failed?"

So I'm going to have to side with the insult theory.

There is a later ep in S1 where Geo lets the thrown gun bounce off - of course Ive forgotten which one now

"Czar of the Underworld." In that one, though, the gun was thrown at his chest. In "The Mind Machine," the gun was thrown in the stunt man's face, hence the ducking out of the way.

And man, was it obvious they used a stunt man in that sequence....
